Troika will assist Cyprus as a lender offer a loan at an attractive rate lower than the one private investors would have offered if any were willing to do so.
In order for this to happen, Troika will require that certain changes be agreed with the Government of Cyprus in order to address the economic crisis.
The terms of the loan is referred as a Memorandum. Troika will most likely not provide the total sum of the loan in one installment in order to be able to check compliance with the terms of the agreement.
